Ron DeSantis removed Broward Sheriff Scott Israel from office Friday, replacing him after 10 months of turmoil spawned by the slaughter of 17 staff and students in Parkland.<\/p>\n<p>The new governor replaced Israel with\u00a0<a href=\"http:\/\/www.sun-sentinel.com\/local\/broward\/fl-ne-new-sheriff-greg-tony-20190109-story.html\" target=\"_blank\" rel=\"noopener\">former Coral Springs Police Sgt. Gregory Tony<\/a>, 40, who has a background in active-shooter training and becomes the first black sheriff in Broward County\u2019s history.<\/p>\n<p>DeSantis announced the suspension from the Broward Sheriff\u2019s Office headquarters while the displaced former sheriff prepared his response from a church in northwest Fort Lauderdale.<\/p>\n<p>\u201cI have no interest in dancing on Scott Israel\u2019s political grave,\u201d DeSantis said of the Democratic former sheriff, \u201cbut suffice it to say the massacre might never have happened had Broward had better leadership in the sheriff\u2019s department.\u201d<\/p>\n<aside class=\"-gvtd_ct_urqpuqtgfoqf\" data-v-ntidd=\"1069812\" data-adloader-networktype=\"nativo\" data-withinviewport-options=\"bottomOffset=100\" data-load-method=\"trb.vendor.nativo.init\" data-load-type=\"method\"><\/aside>\n<p>In his executive order, the governor cited Israel for incompetence and neglect of duty. DeSantis said Israel \u201cegregiously failed in his duties\u201d by not properly training deputies, and not maintaining \u201ca culture of vigilance and thoroughness,\u201d among other weaknesses.<\/p>\n<p>The suspension caps a nearly year-long series of revelations that\u00a0<a href=\"http:\/\/projects.sun-sentinel.com\/2018\/sfl-parkland-school-shooting-critical-moments\/#nt=oft09a-2gp1\" target=\"_blank\" rel=\"noopener\">exposed the failure<\/a>\u00a0of Broward sheriff\u2019s deputies to run in to save children at Marjory Stoneman Douglas High School. Donning a blue pinstripe suit and red tie instead of his usual green BSO uniform, Israel said he would\u00a0<a href=\"https:\/\/www.sun-sentinel.com\/news\/politics\/fl-ne-israel-challenges-suspension-20190111-story.html\" target=\"_blank\" rel=\"noopener\">seek every avenue to contest<\/a>\u00a0the suspension, including making his case in a hearing before the Florida Senate.<\/p>\n<p>\u201cThis was about politics, not about Parkland,\u201d Israel said.<\/p>\n<p>Israel&#8217;s attorney Stuart Kaplan said while mistakes occurred, the shooter is the only person responsible for the lives lost at Marjory Stoneman Douglas High School.<\/p>\n<p>Many family members of victims and people in Parkland, where the school is located, blame Israel for the agency\u2019s handling of the teenage killer during interactions before the shooting, and for the way it handled the unfolding tragedy. Coral Springs officers showed valor, running into the school. They reported being routinely trained to run toward gunfire. Many of the BSO deputies, meanwhile, crouched behind trees or cars and didn\u2019t try to enter the school.<\/p>\n<p>Israel had changed the policy from deputies \u201cshall\u201d go in after an active shooter, to they \u201cmay\u201d go in \u2014 another flaw cited by DeSantis. Israel recently changed it back.<\/p>\n<p>\u201cOn Feb. 14, my daughter died on the third floor of MSD running down the hallway from an active shooter,\u201d one of the grieving parents, Fred Guttenberg, said Friday at the announcement. \u201cOne more second, and she makes it into the stairwell. She needed one more second. If anybody wants to know what failure means, and lack of response, my daughter would have lived if somebody could have just given her one more second.\u201d<\/p>\n<p>Andy Pollock, whose daughter Meadow was killed, emceed the parents\u2019 portion of the event, where other family members of victims spoke.<\/p>\n<p>The Florida Constitution gives the governor power to suspend public officials for \u201cmalfeasance, misfeasance, neglect of duty.\u201d Governors routinely remove public officials who are arrested or charged with crimes, but it is unusual to remove an officeholder who does not face criminal charges.<\/p>\n<aside class=\"trb_em trb_embed\" data-content-id=\"112061333\" data-content-size=\"small\" data-content-type=\"story\" data-content-slug=\"fl-sfl-ne-parkland-school-shooting-critical-moments-20181227\" data-content-subtype=\"story\" data-state=\"\" data--gtqng=\"sc_item  imgsize_ratiosizecontainer \">\n<figure class=\"trb_em_ic_figure\" data--gtqng=\"imgsize_item\"><img decoding=\"async\" class=\"trb_em_ic_img\" title=\"Unprepared and overwhelmed: Detailed timeline shows 58 minutes of chaos in Parkland | Investigation\" src=\"https:\/\/c-8oqtgrjgwu46x24yyyx2evtdkoix2eeqo.g00.sun-sentinel.com\/g00\/3_c-8yyy.uwp-ugpvkpgn.eqo_\/c-8OQTGRJGWU46x24jvvrx3ax2fx2fyyy.vtdkoi.eqox2fkoi-7e487f98x2fvwtdkpgx2fhn-uhn-pg-rctmncpf-uejqqn-ujqqvkpi-etkvkecn-oqogpvu-42303449x2f572x2f572z319x3fk32e.octmx3dkocig_$\/$\/$\/$\/$\/$\" alt=\"Unprepared and overwhelmed: Detailed timeline shows 58 minutes of chaos in Parkland | Investigation\" data-baseurl=\"http:\/\/www.trbimg.com\/img-5c265d76\/turbine\/fl-sfl-ne-parkland-school-shooting-critical-moments-20181227\" data-c-nd=\"864x486\" \/><\/figure>\n<\/aside>\n<p>Broward Commissioner\u00a0<a id=\"PEPLT005507\" title=\"Nan H Rich\" href=\"https:\/\/www.sun-sentinel.com\/topic\/politics-government\/nan-h-rich-PEPLT005507-topic.html\">Nan Rich<\/a>\u00a0said she doesn\u2019t think the County Commission will attempt to challenge Israel\u2019s suspension, even though she doesn\u2019t agree with it.<\/p>\n<p>\u201cI\u2019m personally just very concerned about our democracy and all these suggestions and recommendations about removing people that have been elected and have not been indicted of any crime,\u201d Rich said. \u201cWe live in a democracy, not an autocracy, and I would just like to maintain it.\u201d<\/p>\n<p>It was the second removal of a countywide elected official in Broward in two months. Former Gov. Rick Scott\u00a0<a href=\"http:\/\/www.sun-sentinel.com\/local\/broward\/fl-ne-brenda-snipes-rescinds-resignation-20181201-story.html\" target=\"_blank\" rel=\"noopener\">s<\/a><a href=\"https:\/\/www.sun-sentinel.com\/local\/broward\/fl-ne-brenda-snipes-rescinds-resignation-20181201-story.html\" target=\"_blank\" rel=\"noopener\">uspended elections supervisor Dr. Brenda Snipes<\/a>\u00a0at the end of November. Snipes had already submitted a letter of resignation.<\/p>\n<p>At Broward Sheriff\u2019s headquarters, an unusually large media throng gathered Friday for the announcement. A stream of public officials appeared, including Republican state Rep. Chip LaMarca, new state Emergency Management Director Jared Moskowitz of Parkland, and Coral Springs Commissioner Joshua Simmons.<\/p>\n<p>Protesters also appeared, including one man who is part of the QAnon conspiracy theory movement, people active in Donald Trump clubs in Broward and\u00a0<a id=\"SFL00041\" title=\"Palm Beach\" href=\"https:\/\/www.sun-sentinel.com\/topic\/south-florida\/palm-beach-SFL00041-topic.html\">Palm Beach<\/a>counties, and Republican Party activists from Broward and Palm Beach counties.<\/p>\n<p>During the event, the crowd applauded Parkland parents who spoke, and reacted negatively to mention of Scott Israel. At one point, when the governor mentioned his name, one person in the crowd \u2013 just one \u2013 yelled \u201clock him up.\u201d<\/p>\n<\/div>\n<div class=\"trb_ar_page\" data-content-page=\"2\" data--gtqng=\"pagination_page\" data-state=\"pagination_viewed\">\n<p>Reaction to the removal was mixed in Broward, where most elected officials carry the same Democrat label that Israel does.<\/p>\n<p>Broward Commissioner Steve Geller, a Democrat and former state senator, doesn\u2019t think DeSantis had a legal basis for removing Israel.<\/p>\n<p>Broward Commissioner Michael Udine, who represents the Parkland area, said he wasn\u2019t looking \u201cinto the politics of this.\u201d He was more focused on accountability.<\/p>\n<p>\u201cI think that\u00a0<a href=\"https:\/\/www.sun-sentinel.com\/local\/broward\/parkland\/florida-school-shooting\/fl-ne-stoneman-douglas-commission-report-20181231-story.html\" target=\"_blank\" rel=\"noopener\">the MSD report\u00a0<\/a>and common sense leadership principles, and listening to all the families with 17 dead relatives, I think it made it clear that there had to be some kind of changes made in that organization,\u201d said Udine, also a Democrat.<\/p>\n<p>A report from the Marjory Stoneman Douglas High School Public Safety Commission\u00a0<a href=\"https:\/\/www.sun-sentinel.com\/local\/broward\/parkland\/florida-school-shooting\/fl-ne-stoneman-douglas-commission-report-20181231-story.html\" target=\"_blank\" rel=\"noopener\">detailed a series of problems\u00a0<\/a>with the agency\u2019s performance during the massacre.<\/p>\n<p>Attorney General Ashley Moody issued a statement saying there is ample justification in that report for Israel\u2019s removal, including radio failures that indicate a lack of attention to resources, a failure to establish a command post and take control of the shooting response, a lack of coordination with other responding agencies, lack of training, and failures by deputies who encountered the shooter before Feb. 14.<\/p>\n<aside class=\"trb_em trb_embed\" data-content-id=\"112550616\" data-content-size=\"small\" data-content-type=\"story\" data-content-slug=\"fl-ne-new-sheriff-greg-tony-20190109\" data-content-subtype=\"story\" data-state=\"\" data--gtqng=\"sc_item  imgsize_ratiosizecontainer \">\n<figure class=\"trb_em_ic_figure\" data--gtqng=\"imgsize_item\"><img decoding=\"async\" class=\"trb_em_ic_img\" title=\"Who is Gregory Tony, the new Broward County sheriff?\" src=\"https:\/\/c-8oqtgrjgwu46x24yyyx2evtdkoix2eeqo.g00.sun-sentinel.com\/g00\/3_c-8yyy.uwp-ugpvkpgn.eqo_\/c-8OQTGRJGWU46x24jvvrx3ax2fx2fyyy.vtdkoi.eqox2fkoi-7e514298x2fvwtdkpgx2fhn-pg-pgy-ujgtkhh-itgi-vqpa-42312321x2f572x2f572z319x3fk32e.octmx3dkocig_$\/$\/$\/$\/$\/$\" alt=\"Who is Gregory Tony, the new Broward County sheriff?\" data-baseurl=\"http:\/\/www.trbimg.com\/img-5c392076\/turbine\/fl-ne-new-sheriff-greg-tony-20190109\" data-c-nd=\"1920x1080\" \/><\/figure>\n<\/aside>\n<p>Anticipating the suspension, five of Israel\u2019s command staff submitted separation forms.<\/p>\n<p>The ranking deputies who said they were leaving for personal reasons are Col. John \u201cJack\u201d Dale, who wrote on his form, \u201cActions by governor not in the best interest of public safety\u201d and Undersheriff Steve Kinsey, the second in command at the agency under Israel, who wrote on his form, \u201cDue to the sheriff being suspended unjustly.\u201d<\/p>\n<p>Dale was executive director for BSO\u2019s department of professional standards and the department of investigations.<\/p>\n<p>Major Kevin S. Shults, who was in charge of training, also resigned.<\/p>\n<p>Dale, Kinsey and Shults were among many high-ranking officials Israel hired from his former workplace, Fort Lauderdale Police Department.<\/p>\n<p>Major Chadwick Wagner,\u00a0<a href=\"https:\/\/www.sun-sentinel.com\/local\/broward\/hollywood\/fl-wagner-hollywood-police-20130207-story.html\" target=\"_blank\" rel=\"noopener\">a former Hollywood police chief,<\/a>\u00a0who served as BSO human resources director, said his reason for leaving included \u201cthe unjust decision by Gov. Ron DeSantis to remove Broward County Sheriff Scott J. Israel. Sheriff Israel has been twice elected by Broward County residents. This is a decision that only the resident voters of Broward County should decide.\u201d<\/p>\n<p>Col. James Polan retired effective Thursday, and did not comment on his form.<\/p>\n<p>Broward Sheriff\u2019s Sgt. Anthony Marciano, president of the Federation of Public Employees union, representing detention deputies, courtroom deputies and others, said Israel made some missteps: He spoke publicly too soon, when investigations were still going on; he didn\u2019t take responsibility; and he unnecessarily \u201cpoked a big bear that he didn\u2019t need to poke\u201d when he addressed the\u00a0<a id=\"ORCIG000080\" title=\"National Rifle Association of America\" href=\"https:\/\/www.sun-sentinel.com\/topic\/crime-law-justice\/national-rifle-association-of-america-ORCIG000080-topic.html\">National Rifle Association<\/a>, Marciano said.<\/p>\n<p>But Marciano said Israel\u2019s fate would have better been left to voters.<\/p>\n<p>\u201cI listened to all the MSD commission meetings, and the sheriff said one thing that should have resonated everybody: \u2018You can\u2019t teach courage to people,\u2019 \u201d Marciano said.<\/p>\n<p>Rod Skirvin, president of the Broward County Police Benevolent Association, which is attempting to regain representation of deputies, said the public\u2019s confidence in Israel was shaken.<\/p>\n<p>\u201cI think sometimes situations dictate that change has to be made just to give things a fresh face and new beginnings,\u201d Skirvin said.<\/p>\n<aside class=\"trb_em trb_embed\" data-content-id=\"110725859\" data-content-size=\"small\" data-content-type=\"story\" data-content-slug=\"fl-ne-sheriff-scott-israel-parkland-leadership-20181213\" data-content-subtype=\"story\" data-state=\"\" data--gtqng=\"sc_item  imgsize_ratiosizecontainer \">\n<figure class=\"trb_em_ic_figure\" data--gtqng=\"imgsize_item\"><img decoding=\"async\" class=\"trb_em_ic_img\" title=\"Sheriff Scott Israel: Big talker, disastrous response in Parkland shooting\" src=\"https:\/\/c-8oqtgrjgwu46x24yyyx2evtdkoix2eeqo.g00.sun-sentinel.com\/g00\/3_c-8yyy.uwp-ugpvkpgn.eqo_\/c-8OQTGRJGWU46x24jvvrx3ax2fx2fyyy.vtdkoi.eqox2fkoi-7e49h1dfx2fvwtdkpgx2fhn-pg-ujgtkhh-ueqvv-kutcgn-rctmncpf-ngcfgtujkr-42303435x2f572x2f572z319x3fk32e.octmx3dkocig_$\/$\/$\/$\/$\/$\" alt=\"Sheriff Scott Israel: Big talker, disastrous response in Parkland shooting\" data-baseurl=\"http:\/\/www.trbimg.com\/img-5c27f9bd\/turbine\/fl-ne-sheriff-scott-israel-parkland-leadership-20181213\" data-c-nd=\"1023x575\" \/><\/figure>\n<\/aside>\n<p>Jeff Bell, head of the deputies\u2019 International Union of Police Associations and a member of DeSantis\u2019 transition team, had a more harsh assessment.<\/p>\n<p>\u201cHe has turned this agency, the largest fully accredited sheriff\u2019s office in the country, into a political machine for his own well-being,\u201d Bell said. \u201cHe\u2019s incompetent and should be removed permanently before anyone else is killed on his watch.\u201d<\/p>\n<p>Tory Fatjo, president of the Broward County Professional Firefighters and Paramedics union, said the disruption in leadership wouldn\u2019t keep people from doing their jobs.<\/p>\n<p>\u201dI\u2019m leading a group of professionals who will serve the citizens of Broward County and love our agency and will do what we do, under any sheriff, as we always have,\u201d Fatjo said.<\/p>\n<p>The new sheriff, Tony, worked for 12 years as an officer and then sergeant in Coral Springs. His former boss, Coral Springs Chief Clyde Parry, said Tony had a \u201cbright future\u201d and he was sorry to see him leave the agency in 2016.<\/p>\n<p>Tony and his wife, Holly, a nurse, operate Blue Spear Solutions, which specializes in active-shooter training and provides threat assessments on schools and other businesses. Tony was connected with the new governor by Pollock.<\/p>\n<p>\u201cWe all went to the same gym together and that\u2019s where we all met,\u201d Pollock said after the event Friday. \u201cI think he\u2019s going to do a wonderful job and the community\u2019s going to get behind him, and the kids are going to be safer, and the community as a whole will be safer.\u201d<\/p>\n<p>Pollock said his next target is Broward Schools Superintendent\u00a0<a id=\"PEGPF000035\" title=\"Robert Runcie\" href=\"https:\/\/www.sun-sentinel.com\/topic\/education\/schools\/robert-runcie-PEGPF000035-topic.html\">Robert Runcie<\/a>, though DeSantis said he isn\u2019t sure if he has the authority to suspend an appointed superintendent. Pollock said he\u2019d see to it himself that Runcie loses his job.<\/p>\n<p>\u201cI get things done,\u201d Pollock said, \u201cand there\u2019s nothing on this planet that I can\u2019t get done, especially since my daughter was murdered.
